Introduction

Throughout his career, Thierry Granturco has advised European institutions, governments, public authorities and private stakeholders on matters involving defence, security, critical infrastructures and strategic technologies.

His practice has focused on the design of legal and governance frameworks supporting European cooperation, interoperability, regulatory implementation and the protection of strategic interests in politically and technically sensitive environments.

  1. Legal design and implementation of the first European public-private European Root Certification Authority (ERCA), establishing a trusted legal and governance framework for secure cross-border electronic communications within the European Union.
  2. Extension of the ERCA governance framework to non-European Union countries through negotiations conducted under the auspices of the United Nations Economic Commission for Europe (UNECE).
  3. Strategic legal support for a major European defence cooperation programme developed under the auspices of the European Defence Agency, involving the negotiation of industrial cooperation arrangements and the legal protection of sensitive technologies.
  4. Development of legal and institutional frameworks supporting the protection of European critical infrastructures.
  5. Advice on cross-border security cooperation involving European institutions, Member States and third countries.
  6. Design of governance mechanisms supporting interoperability, regulatory implementation and operational cooperation.
